Its fair, but it often leads to horrendous laws since voters rarely understand the complexity of the legislation they pass.

Democracy is two wolves and a sheep voting on what to have for dinner... When almost half the population works for the government, how do you suppose they will vote? For or against government expansion? Higher taxes? This is the inherent weakness in a "Democracy".
Rational anarchy works MUCH better, but requires an intensely disciplined upbringing and education, and a high degree of self discipline and self sufficiency thereafter. Don’t be led down the garden path, the welfare of those unable to care for themselves is NOT a political issue, but a moral one and can be accomplished within any system.

Democracy is based on demos ie people; the masses at the bottom of the pyramid.
I always believe for Democracy to be fair, it has to work, and to do this it must work from down below and up.
The case with Iraq is that it is forced upon them from above; the bald eagle flying down from Washington.That is where it don't really work or rather made to work but not necessarily by the masses below.

That answer depends much on how you were taught as a child. I don't think any government can be totally fair to all as we all have different ideas on how things need to be done. Even if you feel the same things need to be addressed, you may put a higher priority on an issue than others do.

Direct democracy is wonderfully fair, and predictably impractical. It only works with small populations.
