According to my friends at the New York Turtle and Tortoise Society, it is not. We have three. The oldest is 14 years, he's been with us all fourteen. Please consider contacting the Society because they are very nice people and the annual Turtle Show in Greenwich Village is not to be missed. Snapping turtles are difficult pets if you do not have the time to take care of them and train them properly --definitely NOT for casual interest because they can live to be 42 or more (we hope ours grow old with us!) We have seen many unfortunate former pet snapping turtles: even the Bronx zoo has one in the outdoor enclosure --that poor guy lost part of his lower jaw, probably to a fishing lure, and probably thinking someone was feeding him! If you have any doubts at all about commiting to a pet for more than twenty years, don't get one of these just because they are cheap: they're super-intelligent (for reptiles) and deserve respect.

Snapping Turtles are probably not the best turtle to get as a pet.
It's not illegal though. Besides, New York has so much more awesome places to see and go to that you wouldn't have time to take care of the turtle. (they also need alot of space)

The Department may issue a revocable special license to collect, possess, or sell for scientific or educational purposes any protected species, including threatened and endangered species. This “Scientific Collector’s License” will not be issued to individuals who wish to keep protected species as pets. While it is legal to keep unprotected turtle species as pets, it is not recommended because turtles carry many bacteria (such as Salmonella), and because of the negative impact this hobby can have on our native turtle populations. It is not legal to release an unwanted pet to the wild.

Just don't get one of those. There are a lot of them in a lake I used to live by and they got to be ginormous, like 3 feet long. Turtles like that will seriously bite your hand off! If you're looking for a big, bad pet, go for a monitor lizard or something. They're not as cranky and dangerous.

Snapping turtles are very dangerous. A full grown snapper can bite your finger off and even break your wrist. I can't see why you would want to have one as a pet. But they are not illegal to own in NY state

In most states, you need a permit or liscense to catch a wild one, but it is OK to keep a store-bought one as a pet.

YES ITS ILEGAL SNAPPING TURLES ARE AN ENDANGERD SPECIES YOU MUST LET HIM GO OR ELSE THE LAW WILL FINE YOU AROUND $10000 AND YOU HAVE TO LET HIM GO
