My best guess is he got it caught in something -- maybe a wheel?

Usually I'd tell people go see a vet first, but there isn't much a vet can do right now. If the foot turns dark purple or black, you do need to see a vet. It means the end of the foot is dying off (necrotic) and he may need it amputated.

It looks like it may be an inection from a splinter (from wood chips) or from a bite. If the vet can drain the infection and give him a bit of antibiotic cream or somthing he might even just recomend a small bit of polysporin on the foot with a cone aound his little head so he dosn't lick it all off.

Hope he feels better soon

Regarding the vet bill, it varies. Call your local vet and ask. You really should take your hamster if at all possible reagerdless of the price though. That swelling really doesn't look good. If left untreated, your little friend could die of the infection.
