It is unethical to submit the same work twice without the explicit, prior approval of the instructor in the second instance. However, you are perfectly free to re-state your views and arguments if they are still the same. You should find a new way of expressing those thoughts, though, rather than simply re-using old material.

This would not be plagiarism but it would be honest and forthright of you to let your instructor know what you are doing if you use the same paper.
Personally, I think it would be preferable if you did a review of the literature and brought your paper up to date.

Most schools have policies about using the same paper for two courses. Usually it goes against the policy unless you get permission from both teachers involved. You can use the same research, however.

If you use your own opinion and words No, you do not have to quote it, but if you use the research you did that was done by others you still have to site it both parenthetically and in your references. Just because its been in your paper for a year does not mean in now belongs to you. That research was done by someone else.
