Depends on where you mean. In large cities, street corner hot dog (and other food) vendors can be common. However, it is less common now than it was about 40 years ago. Just as with any "to go" type food, people will sit and eat it where they are comfortable. In some cases, this might be a fountain, park, concrete steps, or other convenient location. In smaller cities (<100,000 people), I have not seen anywhere near as many sidewalk vendors. Even in larger cities, things like the area of the city, the season, economy, and so on can all impact how frequently (or if) you might see a sidewalk vendor.

I have not seen a hot-dog vendor in at least 6 years on any street I have traveled in the United States. No I would not say that hot-dogs are that popular, except perhaps for those too poor to purchase more than a hot dog for lunch. No I have never seen anyone sit around any fountain let alone a languishing around one. Most people I know try to eat better than a hot-dog, unless that is all they can afford, or they don't have time to eat a healthy meal, and are more often sold at gas stations than from hot-dog carts. Not even McBarf or BergerBum stoop to selling hot-dogs.

Street vendors are plentiful in many large cities. One recent estimate of street vending sales for New York City, Philadelphia, and Washington, D.C. was $1.7 billion a year, with New York City accounting for about half of that. I noticed a lot of them on street corners in New York City and some in Washington D.C. I can't say that I noticed a lot of them in Philadelphia, but that just could be the area I was staying in.
Chicago had about 2,000 street vendors in 1990, but many of them operated out of trucks and catered to workers. A month or two ago, Los Angeles Magazine had an article about taco vendors operating similarly in that city.
I can't say that I've noticed many police sitting around eating outside--I mostly see them going into fast food places and taking the food back to their cars.

I think every one loves hot-dogs, they are quick to fix and actually very good. I think here, in the U S, office people and cops eat alot of them, because as I said fast food. Where I live there are no vendors, but New York has them and some great hot-dogs-- Nathans Wieners, they are great.

You find them in MAJOR cities, mostly New York, some parts of LA, and in Miami. Not only do you get hot dog vendors, but also pretzel, snow cone, and ice cream. I live near Tampa, FL and have seen them on rare occasion, we actually have BBQ stands on the side of the roads. Much to my surprise, in Naples, FL you can find the street vendors that sell Mexican soda's and ice cream.
Welcome to the land of opportunity and fast paced living.

hot dog stands are plentiful in big cities, and you can usually find them in smaller cities too, although in my town the only vendor is outside the home depot. i have seen people who work in government offices sit outside around a fountain and eat them, although i bet most people eat them standing up

As a former New Yorker I can tell you that there is nothing like a Sabrette hot dog on the street smothered in sauerkraut.
