This is a bit too broad a question to be answered totally on Yahoo Answers, but I will give you some starting points.

The first place to start is the Department of Immigration, which can be found here: http://www.immi.gov.au/

As for universities, you can Google, here is a sample search: http://www.google.com.au/search?hl=en&q=Universities+Australia&btnG=Google+Search&meta=

Assuming you plan to come here as an overseas student, you will be allowed to work up to 20 hours a week and you will have to pay tax depending on how much you earn. Australia has a tax free threshold, over that you are required to pay tax. Details can be found at http://www.ato.gov.au/

As for settling here permanently, that is not the easiest thing to do as entry is by a points system, details of which are available on the Immigration Department site given above. You must qualify.

For job opportunities I suggest you look at http://mycareer.com.au/ or http://www.seek.com.au/.

If you plan on coming as an immigrant to work full-time and study part-time, then again I refer you to the Immigration Department for details.
