0.056 = 5.6 % and
5.6 = 560%

A percentage is a portion of 100. "Per cent" is Latin for "per 100". The "%" is shorthand for " /100" or "divided by 100".
To convert a decimal to a percentage, multiply it by 100, in other words, move the decimal point 2 places to the right and add a "%" sign..
To convert a percentage to a decimal, move it 2 places to the left and remove the "%" sign.
0.056% = 0.00056. Period. Bet your life on it.

Ah, they tricked you.
Anything as a per cent is that with the decimal point moved two places to the LEFT, not the right. In other words, you want to divide whatever number, say x, by 100. So 50% would be .50, 25% would be .25 or a quarter of a hundred.
And .056% would be .00056 or 56/100,000, read fifty six hundred thousandths.

Since % means hundredths, you have to express the hundredths that belong to the "percent." Thus "0.056 hundredths" would be 0.00056.
