There are a couple of ways. Probably the best way would be to add your website to your signature in forums that you like to visit. For example, if you're into Harley Davidson Motorcycles and are selling HD merchandise, you could put a link to your web site in your .sig. Then when you ask questions there or answer other topics, people will see your link and might click on it.
If you just put advertising in the site, the admins and moderators will simply delete it as soon as they're made aware of it and you won't get the links you'd get if you use the site as it was intended.

Isn't this million dollar question? If we all know how to do this then wouldn't we do that?
Have something on your website that would make people to discuss about it with their friends and family. May be a cool search tool like google or yahoo ;)

Start from your surrounding friends, or simply go to some kind of forums to advertise? it may be not allowed in some forum to advertise though.

If you are promoting/selling..Use myspace it's free and millions of people have myspace.
