Every time you answer a question, they give you 2 points. If your answer is chosen as the "best answer" for a particular question (by either the person who asked the question, or by other people's votes) you get another 10 points.
You get put on levels depending on how many points you've earned. I haven't seen any real reason for this, except that Yahoo! seems to think that it'll encourage people to answer more questions to compete for points.
You start out on the 1st level, and it's very easy to get to the 2nd level. It's much harder to get to the 3rd level, and every level after that takes more and more points. I don't know if points ever expire, or if you lose them otherwise - I haven't honestly paid that much attention.

In my opinion, the whole "points" thing just leads to people one-word answers just to leave an answer, or answers that don't actually answer the question asked, and so on, just to say SOMETHING. But, of course, Yahoo! didn't ask me. They're here to get us to generate content for them, and I'm sure their highly-paid experts don't need my opinion as to how best to do that :-)
