In this context "denies" means " no longer gives the benefit of".
Here, it means that if producers continue to blend MTBE, the law will no longer protect them from being held liable for damages incurred by users of their product.
It implies that before the law was passed, the government protected those companies from being held liable. Now, they are being denied that protection. It is being taken away.

In this exert, it means that any gasoline producer (like Shell or Caltex) who produces gasoline containing MTBE (Methyl tert-butyl ether) will not have access to liability protection. That basically means, if someone is injured, dies, or becomes sick from either directly or indirectly coming into contact of the fuel, the company is personally liable for any lawsuit made against them.

I recommend, the guy is uglier than sin and the songs are extremely no longer that stable. i replaced into at this rock dive and in between bands they performed Nickelback, and all of the rednecks in that bar have been woohooing and making a music alongside. in case you question me, i think of Nickelback is in elementary terms over rated."
