Depends on the "crime." A rotten kid needs to be dealt with in realistic ways and we never reward or encourage a rotten kid. Once he has received his sentence and if he completes it in decent fashion, we reward and encourage him to take a different path to life, love and the pursuit of happiness.
If he manipulates or takes advantage of the "encouragement," he is toast and returned to the punishment phase.

Guaranteed consequences are the most effective. Consequences go either way, positive or negative.
You can't make someone change. You've got to find a way to make them want to change.
