There are hacker tools out there that can crack a WEP wifi network. WEP is a flawed encryption scheme and can be broken in minutes by someone who knows what they are really doing.
WPA is a far more secure wifi scheme and is suggested.
To use someone elses WEP encrypted wifi network, just ask them for the password, then enter that into your computer's wifi setup when trying to connect to their network.

with permission from the owner of the wifi you can try an application called Kiswin. It sniffs packets from the wifi connection and cracks the encryption. i think it only works for wep encryption .
