17/32 means you are on the waiting list of 17 out of the 32 sources for the file. If you double click on the file you're downloading you can see a list of all the sources, each source will have a number. The lower the number the sooner you will be able to download from them.
The amount of time to download something depends on the popularity. Rare files take longer then new releases generally.
