I know what the phrase is supposed to mean, but it doesn't normally play out that way in many "justice" systems.

Justice is blind in the sense that she does not discriminate based upon surface appearances. In other words, she doesn't care if you are black/white/yellow/red, she doesn't care if you're rich or poor, male or female. She weighs the facts and metes out her judgements accordingly. Besides, the truth does not so much need to be seen as heard, IMHO.

I think it means that justice is blind as to the guilt or innocence of a person until that person is proven guilty or innocent. It doesn't choose guilt or innocence based on the way a person looks, but by the evidence placed before it in a court of law. At least that's my opinion.
