They stopped using droids to tell people that Darth Vader saved the Empire from the federation separatists and the evil Jedi that tried to assassinate the Chancellor. The chancellor told the senate that he was attacked by the jedi and now all jedi are criminals and the republic is now an Empire. And when Vader returned to the command ship of the Emperor there was no reason to pretend that there was a war with the federation as the empire was all powerful. This was an attempt to draw a connection between the Roman empire and Star Wars. In that light the Emperor would be Julius Caesar who used a similar trick to becoe Emperor.

They weren't the Empire until after the war. By the time episode 4 rolls around, there are no more large-scale battles to be fought, and they had the Stormtroopers, so no need for droid armies. Which is just as well, because at that point Lucas didn't have the technology to generate CGI armies.
