1/100 , so
18% meens 18/100
to multiply each term
180/1000
for a billion=10^9(a thousand millions)=1000 millions
then we could know 18% of 1 billion is 180 millions

To say on your question,
please multiply 180 million by 2.5

By another way,
2.5*10^9*0.18 or
2.5*10^9*(18/100) or
etc.…
