Any ideas on weather and tide patterns? Hurricanes and ice melting?

Ooops, I may have given away my plan, mechengineer. When I change the Earth's rotation, I don't want all the ice to melt around my North Pole Evil Lair. I may have to build a refrigeration dome around it if the Earth will approach an average temperature. Do you do contract work?

If the rotational axis of the earth tipped to 90 degrees (N-S rotation) the seasons would disappear and the temperature everywhere would approach the current average temperature. The ice caps would melt and the weather patterns would change dramatically. Tides are caused by the moon so they would still occur but at different times and in different places and I'm sure there would be other differences.
Are you planning something I should know about Dr. Evil?

the ice caps would melt, and certain areas of the earth would never see sun light, and vegetation would be screwed up.
