The kind of results you are looking for take alot more than a month or two. But don't be disappointed. Keep with the workouts! But there are a few things I can share with you.
1. Diet is very important. Eat a well balanced diet and use suppliments sparingly. There is no magic "Muscle in a Jar"
2. Rest often gets sacrificed in the quest for bulk. However many studies have proven that rest, not just sleep, but time off the lifting has increased muscle growth. like 4days on 2days off.
3. Low weight with high reps will build stamina and give a temporary puff up. Heavy weights will build bulk. Mix up your workouts. do a set of whatever weight you can do 10 of then 2 sets of a lighter weight until you fail (can't do anymore)
4. When working out DO NOT have more than 15 seconds between sets of any exercise from teh start of the workout til the end. Once your heart rate starts to drop the benifits of the workout will be lessened. It's a blood supply thing. Don't mess around! having a full minute between sets is not going to be productive. Workout or go sit on the couch and watch TV.
5. Since you are only 17 you body is still growing in other ways and thus the gains you seek may be slowed. Body building is not a young man sport. Don't over do it!! It won't help, and it may even hurt your development.

Listing to grow muscles has so many opinions, its hard to sort them all out. I am a powerlifter. Powerlifters lift 1) because it feels good 2) to build strength ..... NOT to make the muscles POP. Muscles do that naturally if you eat and lift right. Rule 1) Eat protein and LOW carbos. Protein from meat, chicken, fish and vegitable sources are building blocks for the body. You body needs them and your muscles crave them. They are the muscle food you need for growth. Rule 2) Forget about building your arms, build the whole body. Start with light weight and do lots of reps, at leist 3-4 sets of 8-10. Over time [weeks] your find that easier, add weight and do fewer reps but still 2-4 sets. The feeling the body gets and the constant lifting 3-4 days a week builds the muscle. I went from 6'2" tall and skinny to 6'2" tall, gained 45 pounds of muscle and biceps grew to 20". Benchpress is a central lift for the whole body, do the same there, BUT always use a spotter when you push hard. Just dont worry about it..... just work at it....... again and again and again. How do you get there?? Just like the musician get to the concert hall, practice......... lift...lift...lift. Also if your at the gym, dont be afraid to watch other guys for their techniques, and ask them for help, most of us are nice guys and are more than willing to help a beginner. This exactly how I got started, now my bench press is over 500 pounds. Used to be benchpressing 175 pounds.
Did you see Million Dollar Baby [the movie]? She got buffed when they started giving her 200+ grams of protein a day and showed her how to lift. Be sure you get 80-200 grams of quality protein a day. Protein drinks help, keep away from all fast food.

Mr has been doing this for YEARS...
He says to work your triceps, this makes up the biggest bulk of your arm. Heavier weights. Heavier weights build bulk, reps build definition....
8-12 reps, 3 sets bi cept, tri cept, for arm, biceps, tri cept, for arm etc.
He says go join a gym with a good trainer. If you work out your arms without working out the rest you will look funny with great big arms and no chest etc....need propotion....
He is still talking but to much to write....lol!
BTW my Mr looks REAL good!

You can't just do curls. You need to kick your testosterone into high gear with the right diet and the right lifting, which means your WHOLE BODY.

Give it time. You need to burn off the fat first, which you ARE doing, and that fat turns to muscle. Then you need to eat right, and as you continue to exercise the muscle will grow. Good luck, Hulk!!
