Both The Aeneid by Virgil and The Iliad by Homer claim that Aeneas the Trojan was responsible for founding Rome. However, the current theory is that the seven hills of Rome were settled separately by waves of Osco-Umbri and Latin people. In the 9th century BC four of these hill states joined forces to become the Roman Square. The exact year when all seven hills became part of the federation is unknown.

According to legend, Rome was founded on April 21, 753 BC by the twins Romulus and Remus. Romulus (c. 771 BC[1]—July 5, c. 717 BC) and Remus (c. 771 BC—April 21, c. 753 BC) are the traditional founders of Rome, appearing in Roman mythology as the twin sons of the priestess Rhea Silvia, fathered by the god of war Mars. According to the legend recorded as history by Plutarch and Livy, Romulus served as the first King of Rome.

Look it up, for Tarquin's sake! Rome was founded by the Etruscans, really. Then they enslaved a Latin tribe who later rebelled and founded what we call the Roman Republic in 509 BC...7 Hills, Tiber River, all that...try just googling founding of Rome...would be easier, I think.
