Probably not illegal, but if the kid did not want the hair cut, then the step-parent is just a jerk.

I doubt if it's illegal for a parent or step parent to cut the hair of a minor child in any state.

A child whose custodial parent has remarried is as subject to the care of the step parent as the child would be to the authority of his birth parent and custodial parent.

Within a family, most times, the law does not interfere. I can repair my own plumbing and add an electric fixture, or paint, or lay new carpet in my own home. I only need a license if I do this for pay.

I take it that you are angry because you got a haircut you did not want.

While every group has their own rebellion symbols in their dress, hygiene, body ornamentation, and language, some never outgrow their image of themselves as rebel.

I see sisty year old guys with bald heads and straggly gray ponytails, and I never see them in a new car, occupation of influence, in a nice house, or well dressed. They tend to be perennially out of work or underemployed day laborers, with attitudes that keep them from keeping the jobs the do get.

So I ask you? Is your anger going to keep you from growing up?

Are you going to throw your future away for your ideal as a unique human being who has the right to groom himself as he pleases? But not the judgement to realize that in this world the people who provide work for the young people just starting out, generally decide to go with workers who have enough sense to know they still have a lot to learn, and as such, present themselves as respectful of the elder, more experienced workers?

If I were you, I would try to respect my step parent. It's hard, I know. I could not even respect my birth parents when I was your age, because they could not relate to the problems I was living through at school. I am a little more tolerant now that my children are seeing me the same way I saw my parents, hopelessly out of date.

It probably only applies if your in the business of cutting hair. In some countries, women who cut hair without a license get life in prison.

Only if you make him funny looking and the other kids laugh at him. No it shouldn't be a crime so cut away. My wife cuts my hair all the time. I cut hers once and it was a crime. Won't let me near her with scissors now. I really messed her up. I'm in KY so I don't know. Sounds like a lame law if it is.

It may be illegal to charge them for cutting it. I don't think you need a license anywhere if it is not a business.
