Looking at your name, softball chick, I am guessing you play a lot of sports? If this is the case sometimes your boobs do not grow or develop as much while you are heavily playing competitive sports.
I used to play soccer competitivley, and I had an injury and sat out for a while. During that break was when my boobs developed more. Odd I know but can be true.

Birth control gives you slightly bigger boobs. The higher the hormone levels, the bigger ( but more painful) the boobs- so depo shots, or the patch. Coincidentally, they're the riskiest ones for blood clots. So....why not try a good padded bra?

I have a better question; WHY? Why get bigger boobs? Is it to attract guys, is that a good way to do that?
If you are really small, just buy one of those gel filled bras that look and feel real. That's the best way.

Exercise will help some but be happy the way you are; I know gals getting reduction surgery because their breasts are large which pulls on your backbone and it hurts a lot! Surgery is the pits!

Exercises will keep you firm, bigger boobs is not all it's cracked up to be you end up with back aches when you get older! Peace!

Well the number one way to get a larger chest without surgery is to gain weight but, I doubt that you wanna do that. Leave your body alone. I am sure you are beautiful the way you are.
