Check the level of fluid in the power steering pump. The power steering pump takes care of the power assist on the brakes as well as to make it easier to turn. If you have a leak and the fluid is low, you can lose both assists. The belt should have an automatic tensioner on it so I doubt this can be a cause. A bad P/S pump can be a cause as well. Good luck.

Sounds like either the power steering pump, or the hydroboost unit is defective. Since both lost at the same time I assume that you have hydroboost for power on the brakes and it is powered by the power steering pump.

The first answer sounds right to me. Here is a photo of the "Hydro-Boost" power brake booster on the 2000 Chevy Astro: http://info.rockauto.com/Cardone/Detail.html?527353.jpg
