If you dont have any specific programs to do this like photoshop you can open it in paint then go to File > Save as>
Change the file type to JPEG

Open the file in Microsoft Photo Editor if you have Office 2000 and click on Save As. Click on the More button and move the percentage bar to the left and save the file. If the picture is high quality you can save it as low as 20%.

If you have Office 2003, use Microsoft Office Picture Manager and click on Picture in the Menu bar and click Compress Pictures. Click on Documents and click on OK at the bottom of the Compress Pictures options. Save the picture and it will be significantly smaller.

the best way to do this is if you have outlook installed on ur computer, right click on the file and click "Send to" --> "Mail Recipient" the file would get smaller, now copy the file using right click in the outlook and paste it in a different location.
