♡If you're in Saitama, you can try the Catholic church there. (Or churches in Tokyo as well.) Many Filipinos and people from other countries attend mass there on Sunday. You're sure to meet lots of nice people.
URAWA CHURCH
6-4-12, Tokiwa, Urawa, SAITAMA, 336-0001
Tel.048-831-0134
(I'm in Tokyo and the church I go to/volunteer at has lots of people from all over!)
~Or, you could try SIS; Saitama Information & Support.
Give them a call, and they will give you information on groups for foreigners who take language classes and so on in Saitama. You will be able to meet many English speaking people there.
TEL: 048-833-3296, 048-835-2423
Mon. to Fri. 9am-4pm (closed on national holidays and Dec. 29 - Jan. 3)
http://www.pref.saitama.lg.jp/english/sis.html
~Take a look at this site too, it may have some useful info for you:

Hope this helps! Good luck!♡

There are many Filipinos in Tokyo if you can make the short trip. I met lots there. Thereshould be quite a few English speakers there. I've passed Saitama and it seems like a big city. Good luck. Sometimes there will be a bar or two that'll have a reputation for being a foreigner hang out. Don't be shy when introducing yourself to others.

Go to church. It doesn't matter if you are religious or not, lots of expats just go to church to meet up for Sunday brunch.
