I always thought he was saying "let her budge" as well! Im not sure what that means, but everytime he says that to Hidalgo, he goes really really fast! So I cant answer the first part but the second part is, that whatever it means, Hidalgo runs harder and faster because of it!

What he was actually saying was "Lets eat fudge"

Its well known horses love fudge.
