Use a vernier caliper.It is used to measure the outside and inside diameter circular objects.Micrometer screw gauge is also used for the same purpose, but is used to determine the diameter of very small objects like a pencil and other smaller objects.

The perimeter is the mesure of the lenght of a two-dimensional shape. You simply mesure each side and add them up.
The circumference is the perimeter of a circle. You could use a flexible ruler to mesure all around the circle, or you could mesure the largest width (diameter) and multiply by PI (3,1416)
