You probably mean Ludwig Erhard who is in Germany often called "Vater des Wirtschaftwunders" (father of the economic miracle). He didn´t come up with the idea of "Soziale Marktwirtschaft" (free market economy), that was Alfred Müller-Armack, but he put it through in Germany. Later, he became minister for economy and then chancellor for the CDU (Christian Democratic Party).
