It is the perfect tense of capio, "they have taken"

capio capere cepi captum [to take]

I don't know of any word in Latin that begins with "cep" but the "unt" ending means "they" so your word is a verb and it means that "they ????" There are several people here on YA who do really good Latin translations so hopefully one of them will see your post. You might also try the "Society and Culture" category under Languages.
