Dragons appear prominently in chinese culture. They represent strength, the highest authority, the most auspicious, excellence. Singapore is a predominantly Chinese city-state, close to 90% of the population. They are descended from immigrant Chinese who came during the British rule in the 19th and early 20th C.

The current Prime Minister's given name means dragon, 'Loong'. though I doubt if there'd be any real association to it.

Singapore is a predominatly Chinese society, and therefore borrowed heavily from Chinese symbolism. Dragons are auspicious creatures, symbolizing strength, wisdom, longevity,etc.
A deeper look would tell you that there are nine specific dragons, each with their own characters.
Legend has it that they are nine brothers with different habits and are found in different parts of the buidlings.
The water dragon is often found decorating water containers
and waterspouts.
The sky dragon is found on roofs
The sound dragon is found decorating bells
The fire dragon is found on incense burners
The metal dragon is found on coins and jewelry
The earth dragon (dragon-turtle) is on on pillars,supposely supporting it.
These dragons are figures greatly in feng shui. It is even said that the government revamped the $50 bill with a dragon motif after consulation with a feng shui master
