There was a little boy and a little girl and a cat the cat at some point in the movie sand on top of spaghetti, i think someone had been kidnapped or something like that but i cant really remember all the details if anyone could help with the title or direct me to someplace that could that would be lovely!

Sounds like it could be one of the Witch Mountain movies, either "Escape to Witch Mountain" or "Escape FROM Witch Mountain"
The cat is black and winks... (which is why it is named Winky)
Anyway, I seem to recall something like that in one of the movies and there WERE both a boy and a girl who were kidnapped or something like that...

I agree it is one of the witch mountain movies with Tony and Tia and Eddy Arnold was also in it.
