Warm water will rise but this isn't the reason for setting a heater low in the tank as a filter will move the water anyway.
There are two other reasons;- it is easier to hide a heater that is low down &, more importantly, if your heater is low it isn't a disaster if it is hot when you do a routine water change as it stays below the water level.

Taking a hot heater out of water can cause it to crack or explode.
