Just woundering.

I am waiting for a package to come from Fairmont NC and I live in Burke VA. So far it has been about 3 weeks.

It was mailed by paracal post (the person who mailed it said should take 8 days) Longer then that!

Even during Christmas rush 4th Class would not take that long unless it was mis-routed. First if he used delivery confirmation then see if you can track it. If not verify your delivery address with him & also notify your local station manager - not your carrier. Many times if an address is unreadable we can at least sometimes figuire enough out to get it to the destination post office. Sometimes a package will arrive and for whatever reason we don't know who to deliver it to, we will store it for awhile before sending to the dead letter office hoping someone will come in asking for it. According to the USPS web site, most mail is delivered in an average of 2 to 3 days. Three weeks is definitely an anomaly. Either the package was not mailed or it has been lost in the mail. I suggest that you contact the sender and the local post office and see what information you can find.
