Since when did IE7 ever have a firewall. You must be talking about Windows XP Pro., or Windows XP Home, that comes with a firewall that is no good. Reason why, is that it only protects you one way. Incoming traffice only. A real firewall must protect you two ways. Incoming/Outgoing. (You want protection from rogue ports coming in, and protection of your personal data going out of your pc.

Open start menu and open control panel. Look for "security center", open and turn off Windows firewall. Then install a really free good two way firewall from http://www.zonealarm.com

You want to install their free for home use personal version. You get daily updates when necessary. Plus all new version of the free zone alarm firewall you will be notified via automatic, download that there is a new version available. You don't have to remove the old version as the new one will download and remove the old version for you. Always when they ask, do a clean install. http://www.zonealarm.com

There is spyware that turns off the Windows firewall. Get Spybot Search and Destroy and set it up. Spybot can detect a couple of theses programs that turn off or alter the Windows Firewall settings.

Turn off that firewall and download AVG. That should fix the problem.
