You already know the answer to this question. Think about the shelter that Polynesian peoples use for their tropical islands. Then think about the shelter that Eskimo people use in the far north. They are both shelters, but each is shaped by the climatic conditions in that area.
Then think about your own home (shelter). What are some of the features of your house, and why are they necessary? How many of them are generated by the demands of the climate where you live?

I guess it means that we need shelter that is appropriate for the weather that is experienced where we live. For example, you would need different housing in Canada where the winters are severe, from the housing you would need in, say, the Bahamas which have a very warm climate.
