Even when i've watched some news casts and there might be something big going on in a city or state, i've noticed how, when covering the story, the news anchors sometimes make sure to note that the FBI is working with the State officers on the case, and not taking over. Like they're trying to reassure people or something. Where did the image come from? Is it accurate, or simply something that Hollywood made up, saw it worked, and stuck with it?

Plot device. It creates a nice little sub-plot if you can provide a mean old arrogant g-man as a foil to your hard-working, down-home beat cop.
From what (admittedly little) I've read about the interaction of law enforcement agency, there really isn't a lot of competition between state and local law enforcement. Usually, when the FBI is called in, both the police and the agents want as much cooperation between the two as possible, because bickering slows down the investigation. Part of "getting along" requires good diplomacy, and everyone gets proper credit in the news.

I think its a hollywood thing, but I bet the FBI agents try to pull this image off. They want to respected and taken seriously, and if they were portrayed as soft hearted fools, people wouldn't.
Thats why they dress in black suits... intimidation and seriousness.
Even if its true of the FBI, Im sure not all of them are hard as stone just out to get ppl.
