Honestly it depends on the other women in her generations according to most gynecologists. It can start anywhere from 8 to 18 and has been starting earlier. It varies depending on race.
I would not just rely on a general online site because the info is not verified.

average is about 12, but that's not to say all girls do by this age. Some start by 9 or 10 and some start by 14 or 15...

It's not different in North America. The girls start at 9 or 10. And they do so everywhere else too.
