Use Azureus for your torrent program and download from links that have a lot of seeds and peers. Also, check to see if options are set to unlimited speeds for downloading.

Get a program that let you limit the upload speed, and play with the limit until you get the best download speed. Remember if your upload speed is too low, your download speed will drop too, depending on the amount of seeders and leechers.

Hmm, you should check wikipedia for this, but as a hint change the port that your torrent client is using.
