Recall anything you know about the topic include some stories about when you first came into contact with such topic include how it affected you and others around you or society in general. talk about how you have used this topic and how its given you a great oportunity in public speaking to so many people and to be able to somewhere along the length of your talk to perhaps influence them this very crowd in this manner. In other words pad your speech with inanities but include sufficient facts on the subject to carry the day cheers

It would obviously depend upon the topic but if it is not incredibly esoteric one could normally get by for at least 2-3 minutes expressing how ill-prepared one truly is to speak to, say, spider bites above the 50th parallel in December. If the subject is a normal everyday situation, one could simply natter on about how one's mother or aunt or other familiar has handled it in the past. In general, analogies, metaphors, narratives and other exhaustive time-sucks could be valuable no matter the issue. Hope this helps.

Personal insight; if you're prompted a topic without the chance to research it then all you can use is what you personally know about that particular subject.

After that find the closest item relating to your topic and be as vague as possible before losing your audience on specifics or statistics. Of course, if you read a LOT (like daily/hourly or many diverse postings..blogs/magazines/books) then you should be comfortable with any topic at any time in any place.

If you can't think of answers, come up with a few relevant questions about the topic, and set them into some kind of framework. You could say, "To be honest, I'm not an expert on this topic. For example I don't know (how, why, where, etc.) ..." Sometimes asking the right question opens the door to some reasonable speculation.

Some of the best speakers do not have a natural ability, they have taken courses or participated in clubs such as Toastmasters International which is dedicated to public speaking.
Those that speak on a specified topic usually have years of experience or knowledge of the subject they present.
I have winged it in meetings but made a few mental notes to keep things in direction and on topic.

Easy enough. You can say something even if you have nothing to say i..e; even if you have no topic. With a topic you can elicit an applause (or may be brickbats)even if you know next to nothing in the matter. Fire off,

Ladies and Gentlemen,

I am standing before you for speaklng on the topic chosen for this talk not because However, honestly I know next to nothing in the matter .I agreed to tals because I have nothing better to do in fact nothing to do.I now sit down because I have nothing to say to you in the matter.

Thank you for giving me a patient hearing.(Perhaps there will be clapping) and for the encouragement given to me by you to speak..

Ask questions out loud as pert of your speech and expand on them.

What does the 'Topic' mean to you - answer your own question.
What is the 'Topic' like etc then you can ramble on about something loosely connected with it.
