It depends..
Sometimes, its a deliberate act of rebellion, which straight up shows disobedience to authority and to the law. That graffiti's intention is most powerful.
Then there is simply more artistic-oriencted graffiti, where the person is more artistically-inclined and doesnt care for making rebellious statements -- they are making an art piece (in the process, they break a law).
Then there is the most simplistic gang terroritory graffiti, which is as primitive as cheetahs peeing in africa to mark their territory.
ITS WRONG, ON EVERY LEVEL. just thought i'd break it down.
I think the person gets thrill out of doing it and seeing people react to it.

A) They are morons
B) They are brainless dolts
C) They have no respect for other people's property
D) There is a screw loose in their heads.
Punishment - Clean it off with soap and wate and loads of elbow grease, then go around town cleaning up more trash, by hand.

usually they're the neighborhood teenagers painting graffiti on others neighbors property. it's easy to tell who are these kids keep eye out on your teenagers on your street. and if you have a couple of them - possibly is them.

Yes they should get in trouble but some people are ignorant and have no respect for other peoples property
