Can we rebuild it faster than the "insurgents" destroy it? Bottom line: Are the Iraqi people better off than they were before we got there? These are not just rhetorical questions; I'm curious.

well, those are three different questions.

1. Have the civilian casualties in Allied occupied Iraq equaled those suffered under Saddam Hussein?

- i'd ask you in reply "does it matter"? simply because someone (Saddam) killed many people and was a brutal man does not give anyone a free pass.

2. Can we rebuild it faster than the "insurgents" destroy it?

- doubtful. when you are willing to kill yourself for your cause, the amount of damage that a single human can do is great. it is almost impossible to stop this behavior without pre-emptively rounding up suspects (many of whom will be completely innocent)...when you do that, you create resentment and that resentment feeds the cause.

3. Are the Iraqi people better off than they were before we got there?

- mixed bag. in some places yes. in some places no. the kurdish north is fairly free of violence and is getting along just fine. other places...well, you watch the news.

short summary:
there are no easy answers.

the civilian casualties are far in excess of those suffered under Saddam and no we can not rebuild it faster than the insurgents destroy it we can not even get the iraqi people the same level of services they had with Saddam and to be truthful no they are not better off they are worse than before because at least before there was not daily killings and bombings

the answer to the first question is Not even close. and the answer to the second is, only if the Iraqi government gets serious and cracks down on those people supporting the militias. I think in order to do that, they would have to start imprisoning the religious leaders and teachers who tell their people to fight the Americans and the other sects, and forcing children into non religious shools so they aren't brainwashed into thinking that killing others is a good thing.
