I usually buy black eye-liner but can't seem to find one that doesn't smudge like crazy, isn't liquid and doesn't cost too much as I am on a budget... any suggestions?

What you should do is use a base underneath your eyes and on top of your lids. I recommend Mac's paints. It comes in different colors and is in a very tiny tube. However, this tube will last you for a VERY long time because you only use TINY amounts. So you put that on, then you put your eyeliner on. I recommend Clinique's quick liner (in very black). It costs about 15 dollars a stick but is well worth it because that is the only liner i've used that didn't make my liner smudge.

All eyeliners will smudge, especially if you have oily lids. The best thing to do is apply a tiny bit of powder (use a small eyeshadow brush) to the lash line where you are putting the liner just before you apply it. If you use powder shadow just make it a bit thicker at the lash line then apply liner.

Collection 2000 for the really cheap or No 7 if you're willing to spend a little more are both very good pencil eyeliners that are easy to apply and don't smudge at all!

I use Wet'n'wild and it is very cheap compared to all the rest of them. It comes in a nice shade of black and seems to work for me. I'm not sure how much it costs exactly but I buy it from Zellers.

Oh God. 2 people have said NYC and I must agree.
I put the stuff on and I can't get it off!! (I mean, with just water or my fingers. You need like...vaseline or make up remover or something). But if you want one that lasts, NYC for the win!

I have the exact same problem! I know 2 types that help pretty good and are both roughly 8 dollars canadian. Revlon Color Stay or Marcelle water proof. Hope this helps you!! =)

To be honest, the best one is by covergirl.It is a tad expensive, however it is definitly worth the money. It doesn't smudge and it doesn't fade or begin to crack.

almay its in a silver tube is good also try applying powder underneath your eye liner so it doesnt run
