can anyone tell me the name of the russian scientist who did the experiment with dogs; the one where no matter what he did to them, the dogs still ran to collect the food upon hearing the bell?

i saw a group of school kids running upon the sound of a bell, even though their teacher was telling them to stop and it reminded me of it.....

Ivan Pavlov. Summary of his experiment:
Conditioned stimulus(bell)->unconditioned stimulus(meat)->Unconditioned response (salivating)
MANY Repetitions..............result
Conditioned stumulus (bell).......(no meat).............-> ->conditioned response(salivating)

The kids that you mentioned above is not an example of Pavlovian conditioning. They were just brats!

The doctor's name is Pavlov. After him they say "Pavlov's dog" when someone reacts to something automatically..
