You will need a photo program of some sort.
I have been using PSP for over 7 years and have done all the upgrades. I am using psp10 right now and love it. It has endless ways of processing photos, painting, drawing and so much more. Get a free 30 day trial d/l . :)

You must have a program that allows you to edit the pictures you have in your picture files.

Digitally: use a photo editor and put it in. You may need to scan it if the picture is a printed one. You may scan negatives or hardcopy images, do your editing, then print them or have them reprinted for 12 cents to 17 cents per image, depending on whom you want to use. You need a scanner with appropriate scanning abilities. COSTCO and WALGREENS both allow you to keep your pictures on their server(s) and share them with whoever you want!

There are two large companies that handle uploads and printing that may be local to you, COSTCO and WALGREENS, both of whom use SNAPFISH for the file transfers.

open the pic on Paint and you can write as much as you want on it
