Yes the tank will be to small.

Angelfish get to be 6 inches, prefer water with a 6.0–8.0 pH,with 6.5-7.4 being ideal. a water hardness of 5.0–13.0 dGH, and a temperature range of 24–30°C (75–86°F).

tetras get to be 3 cm (1.25 in),prefer water with a pH of 5.0–7.0 and KH of 1.0–2.0. an ideal temperature of 20–24°C (68–74°F)

African dwarf frog will be fine in here

shrimp depends on the kind you get

rainbow fish I don't know to much about

snails Apple Snail is the largest freshwater snail, with a diameter of up to 15 cm and a mass of over 600 g.

clam I don't know to much about

Clams are next to impossible to keep alive in an aquarium. Also, I think they need salt water. Skip that.
Those frogs, when they live, get huge, skip those too. They generally don't live very long anyway.
The general rule is 1 inch of fish per gallon of water. Keep in mind adult sizes. The angles are gonna be about 6 inches each, so that's 18 gallons filled already.
The rainbows and the tetras will put you over the top, but should be OK if you have a really good filter. If you want anything else, you have to re-think what you already have.
Get a book, it explains all this better than I can. Also, Angel fish and some tetras are natural enemies in the wild, so find out about that too. The "Idiots Guide to..." books are great. There are also alot of books on the individual fish. It's good to know what each fish needs to be healthy and comfortable.
Good luck

I used to, they was so non violent. however the greater present day aquariums, even with the undeniable fact that purportedly better for the fish, are only too busy. And there are too many infants rampaging (actually) around--mothers and dads look to hold their infants there and only set them loose and the youngsters go working and screaming around--if I have been a determine i could be greater careful because of the fact pedophiles would desire to actual haul a toddler away and it would be a at a similar time as previously the determine figured their toddler grew to become into lacking. I stay in a trouble-free length city and the final time i grew to become into on the city aquarium, people have been leaving their bags and handbags on those benches, unattended, and wandering off to verify the different tanks! Plus the front value for the aquarium is something like $35 now--too wealthy for me to do.

Nope I think you will be fine.
A few notes though:
angelfish can get big and after they start growing it is suggested they are kept in nothing less than 55 gallons
Tetras...yep you look good there
african dwarf frog my only suggestion with him is that a strong filter wil lmake it hard for him to swim away he may get caught in the current. So put a plant or something near by so he can grab it and crawl away from the filter
shrimp they only thing you have to wary of there is that they have somewhere to hide since they make look like a tasty snack to the fish!
rainbowfish sounds good there too
snails they breed and breed and breed and did I say they breed?
clam awesome I want one!

other than that as long as you get all fresh water varities of the fish and keep a close eye out the first week or two for fighting and bullys you should be fine. Good Luck!

You can have up to 1 inch of fish per gallon of water. The angelfish are aggressive nippers and will bite the fins off of any fish with big fins. Start your tank with only a few fish, get it balanced everyong healthy then add. Do not put any snails in they will multiply til they take over your tank. You need some catfish, algae eaters to keep the tank clean. Take advice from a reputable aquarium store, not a Walmart etc., but a fish store.

Clams need brackish water and are a full time job. Angels will grow to fit the tank and competition, they can get six inches in hight but only if they have room to grow.
What you have now will be to much for the tank once they all grow up. the frog will be way to big .
It's a bad mix only as far as the frog and clam go. the rest should grow up fine together though angels are cichlids and can get aggressive.

Do away with the angels, not big enough for them. Do away with the clam, too hard. The frog should be fine, just be sure it's feet are webbed-that's a true ADF. The others should be fine, depending on what kind of small tetras are you talking about?

I'm not an expert, but that sounds like a lot for a 28 gallon.

All of the fish are ok, but the rule of thumb is 1 inch of fish per gallon.
