Please help with this problem. If you do not want to give me the answer, then explain the steps to get the answer. I cannot figure this out.

Read the problem, and create the equation as you go along.

64... that's easy, write it down
is... that means "equals" so write down "="
>so far we have... 64 =
8%... 8% we have to convert to a real number. To convert a percentage a real number you have to divide it by 100. 8% would be 8 divided by 100... (calculate on your own)

>so now we have 64 = 0.08
"of" that means multiply
"what number" we don't know, so we'll call it "X".
>now we have 64 = 0.08(X)
a number in parentheses means you multiply by that number, that's why X is in parentheses

64 = 0.08(X)

The left side of the equation, the 64 is already simplified.
The right side is 0.08(X). Not simplified.
If we divide it by 0.08 we will be left with X. We divide the left side by 0.08 too because we do the same things to both sides of the equation, remember?
So now we have....

64/0.08 = X

That's 64 over 0.08 = X. You can make the slash a straight line if it makes you read the problem better.

Since it's one number over another, divide the top number by the bottom number.

You do the math. You should end up with a number, which will make your equation look like:
