carry on camping is my favourite is when the woman who laughs like a horse and terry from terry and june have a lodger(the little guy like where wally) and get fed up with him and tip the stew over his head

In Khyber, sitting having dinnah with the little palm court orchestra playing while the Burpas are reducing the building to rubble around them and carrying on (!) as if nothing were out of the ordinary.

On a purely personal level - I p#ssed myself when Terry Scott was revealed as Tarzan in "Carry On Up The Jungle".
(and he played it SO well!)
For that reason alone it deserves to be No 1.
My 2nd choice would probably be Khyber - though none of the hospital ones - ...Doctor - ...Nurse & ...Matron should be discounted!

Carry on Abroad........the final night when the punch was spiked with the ' love juice '.....and everybody; inc the vicar's got p**sed and merry.
How carried away they got, that they did not even realise the hotel was crumbling down around them!!! heheheheh

The film which is classed as the best is Carry On Cleo (1964). I agree with this.
