Most likely yes. I had to do a project in high school about a mexican trip and the cost. I theoretically picked up the car in one spot and dropped it off in another. I think most companies may offer this. The car rental company that I theoretically chose and researched was an american company.

the big companies do this all the time...it is no problem, they sometimes need to bring a car back and if you ask maybe you can even get a lower price
