cause the penis is the coolest thing ever.

and when you're that cool, the sun shines on you 24 hours a day.

Underlying tissue is not muscle and the blood vessles are much closer to the surface of the skin, plus there are more vessles. there as well. Plus, the skin there is more elastic and when it flacid it is drawn up, when it is erect, it stretches and isn't as dark.
