in the gamecube game, pokemon colosseum, you can get a ho-oh, and in the gamecube game pokemon XD, you can get a lugia
both can then be traded to your emerald game

By Recieving the Mystic Ticket I believe and visiting those Islands. It's only available at a Wonder Stop. Your best bet is the GC spinoff games.
