If you don't have little kids in the house then over is better.

If you do have little kids go with under because it is harder for them to grab the end of the paper and drag the whole roll's worth through the house.

As far as which is official or which is easier to install it makes no difference.

I put my toilet paper over because the last thing I want to be doing is struggling with my toilet paper when I am on the toilet. The easier it comes off,the better. Wouldn't you agree?

Always over, it freaks me out otherwise. So much so, that I have changed it in the past in other people's toilets, because that is how it is supposed to be, you would obviously want the pattern to be on the outside. But then I realized that there are people who like it the other way, so I stopped interfering in other peoples toilets...
I must say, it is hard though!

I leave the roll sitting on top of the holder usually. But when I do put it on there it's always over.
